Perjumpaan dengan Dato Wan.


Semua pembaca yang di hormati,
Satu perjumpaan telah di adakan di antara saya dengan Dato' Wan Ahmad Najmuddin Bin Mohamad iaitu pegawai polis yang telah di pertanggungjawabkan oleh YB Menteri Dalam Negeri untuk mengorak langkah di dalam KPI mengurangkan jenayah di dalam NKRA. Kami telah berbincang dengan pandang lebar mengenai kaedah pengurangan jenayah dengan mewujudkan community policing di kawasan yang bermasalah.

Perjumpaan ini merupakan satu pembuka jalan untuk membantu polis dan kerajaan terutama dalam pengurangan jenayah di mana community policing atau kepolisan komuniti ini telah di praktiskan di banyak negara dan di dapati berkesan.

Kepolisan komuniti telah di lancarkan dengan agresif nya oleh ACP Mohamad Azlee bin Abdullah di beberapa negeri sebagai pilot project community policing. Salah satu daripada community policing yang boleh di contohi ialah community policing di Taman Maharani, Muar.

Office hours

Hi,

The recent court ruling on forbiding the authorities to record witnesses statements after office hours gave rise to comments by Mr Karpal Singh a prominent criminal lawyer in Malaysia. He commented that the police is also binded by the ruling and even invited those who had been interviewed after office hours for the past three years by the police should sue the police under the PPA. we dread to think what will happen if the police asked you to return home after you got robbed and only to return during office hours to have your statement recorded and witnesses to be interviewed?

Dengan kehakiman di Mahkamah Tinggi tempoh hari di mana rakaman percakapan saksi tidak boleh di rakam selepas waktu pejabat, dan Tuan Karpal Singh seorang peguam jenayah yang terkenal meyahut baik keputusan tersebut, ia membawa impak dan erti yang lebih besar. Bayangkan anda baru di samun pada waktu malam dan polis tidak di benarkan oelh undang undang untuk merakamkan percakapan kamu dan meyuruh kamu untuk kembali hanya selepas siang hari. Adakah ini akan membantu untuk menurunkan jenayah? Bayangkan dalam kes bunuh polis terpaksa tunggu untuk waktu siang untuk merekodkan percakapan saksi.

Orang tua di jumpai.


The social welfare unit of Petaling responded to our plea for help and due to their quick and efficient action the old man is having a good place to stay temporarily.


An old man was found wondering near Puchong Jaya and was referred to our community centre. We contacted the social welfare of Petaling and they were fast to act. The 75 year old man claimed that he has 11 children and no one could care for him.



A big thank you to all the good welfare social officers. They were very proffesional in handling this old man and they gave us thorough explanation of what to do. Terima kasih.

Majlis Hari Raya Balai Puchong Jaya


Majlis jamuan hari raya Balai Polis Puching Jaya walaupun sederhana tetapi mesra dan makanan pun banyak. Terima kasih Tuan Lokman dengan anggota bertungkus lumus untuk melayan tetamu yang datang dari jauh dan dekat. Pasti ia akan merapatkan perhubungan baik polis dengan orang awam di mana satu jalinan kepercayaan dapat di wujudkan. Tahniah, Tuan.

Public fail to appreciate police

Salam Deepavali,

Tun Dr Mahathir amat tepat apabila beliau melahirkan kata bahawa orang awam kurang menghargai jasa polis di Malaysia. Orangramai masih memandang rendah terhadap perkhidmatan polis di mana meraka cepat melabelkan polis sebagai anggota yang korup dan kurang profesional.

Mengapa kah orangramai memandang serong kepada pihak polis? Adakah ia benar bahawa polis tidak memenuhi bench mark yang telah di tetapkan. Saya pasti ramai di antara kita akan mempertahankan PDRM apabila ia di serang tanpa asas. Tetapi mari lah wahai sahabat sahabat PDRM semua, kita renungi mengapa orang awam kurang menghargai kita? Ia mesti ada sebab. Tengok lah front liners kita. Tengok lah bagaimana kereta peronda kita berleluasa di bandar besar.

Polis tahan box van bertubi tubi dan pantang saja tengok box van memang lah di tahan. Pantang tengok van bawa penumpang bermirip Indonesia, Mynyamar atau lain lain orang asing mmesti kena tahan, Teksi bawa penumpang mirip warga Indonesia, Bangla, Mnyanmar , tahan lah, Konon periksa dokumen. Ada dokumen, dia pun kata tak sah. Ugut nak bawa balik balai. Cek imigresen. Tahan lori besar. Kata bawa muatan lebih berat. Ugut nak bawa pergi periksa kat JPJ. Bayar RM 20 settle, Yang berat jadi ringan. Bayar RM 300 dokumen perjalanan yang sah jadi sah.

Orang ramai mengambil sikap mudah di mana mereka selesaikan masalah mereka melalui mahkamah tepi jalan. Yang pihak satu lagi pula ghairah menerima nya kerana gaji nya yang kecil.

Tangga gaji PDRM untuk rank and file masih kecil berbanding dengan tanggungjawab dan risiko yang mereka hadapi. Ramai anggota polis mengeluh kerana gaji masih kurang di mana kerja nya berisiko tinggi dan mempunyai tahap disiplin yang tinggi.

Ambil itu bukan kerana nak kaya tetapi memadai dan menampung untuk cukup makan.
Ia menjadi a necessity ataupun keperluan. Kalau di gaduhkan kerja Bangla pun lebih tinggi nya gaji daripada polis.

Tetapi yang minta kerja polis itu pun ramai. Banyak mahu kerja polis kerana lumayan. Masyuuuk. Tetapi salah langkah masyuuuuk penjara. Pasal RM 50 pun kena 3 tahun.

Jadi sahabat sahabt semua, marilah kita berani berubah, Marilah kita cuba hapuskan budaya ambil. Kalau nak minta, biar gentlemen, minta dekat tauke sikit sikit sudahlah. Cuba lah kita minta dengan tauke kita sebenar nya, Kerajaan Malaysia, JPA usah kira perbandingan dengan ahli kerajaan lain.

JPA harus kira kerana polis ini memerlukan banyak pergerakan dan mereka dalam bertugas 24 jam. Kalau berbanding dengan staf kementerian lain adalah tidak tepat.

Bayar gaji lebih tinggi dan sekira nya selepas menerima pendapatan yang berpatutan dan masih mengamalkan korupsi, mereka harus di pancung dari PDRM. Hina kalau setelah di bayar gaji berpatutan masih mengamalkan korupsi.

Maka ayuh sahabat sahabat, mari lah kita bertanggung jawab laksanakan tugas kepolisan kita sementara menunggu tangga gaji yang berpatutan daripada bos kita. jaga lah nama baik dan imej PDRM. Dan awas, jangan lah sehingga terpelosok ke dalam penjara. Menyesal kemudian tidak berguna.

Fighting Mat Raguts.

The Home Ministry announce that they will get more intelligence networking to fight the Mat Raguts and street crime.

I will like to share some measures which may be effective.

1) Conduct checks on pawn shops in KL and Selangor and ask counterpart in other states to do so too. Make comparison on the namelist, crosschecking and do a background search of those who pawned regularly. Anyone who has criminal records shall be scrutinised further. Send detectives to check their house, movements, friends and background. Do not arrest them but place them under 24 hours survelliance. Arrest them when they strike.

2) Get the detectives to get intelligence from the internet cafes. A lot of internet cafes is actually a breeding ground for Mat Raguts. They gambled compulsively in these internet centres and will resort to robbing to feed their gambling habbit. The detectives need to check motorbikes outside those centres and cross check with JPJ. If a motorbike uses a fake plate number, check the background of the user as some of them use it to avoid hire purchase payment. Once criminal intention is established put them under survelliance even though it may be a month.
Catch them when they strike.

Don't give up as we need to eradicate these criminals to achieve the 20%.

The Prosecuting Officer in court must also push for a higher bail. Often than not the accused will be let off with a low bail maybe Rm 3,000 and the family will raise the bail. Once the accused is out he will commit more crime to pay for his legal fees.

Therefor the court must aso play its part in eradicating this menace and crime. Impose a higher bail and if they cannot raise bail, send them to jail. Look into the severity of the crime and impose a fair and just sentence. At many times, the sentence meted out may not reflect the severity of the crime. It just couldn't get the message across as the accused will return to the old bad habit and create more damage.

Let us work together to make our community safer.

Tarnishing the image of the IGP

Dear readers,

In today political scenario, there were so many attacks thrown at the police at the slightest chance. We see how the police received the bashing from the concerned quarters and there were many attempts to belittle the IGP by posting in numerous blogs accusing him working together with the underworld.

There were many things which the writer wrote in the SD that he alleged to be true by putting the rank and number of the officers which supposed to be favoured by the IGP for his own advantage and benefit. With his contract ending in 14th September the concerned party worked very hard to ensure his departure. Its the ploy of the concerned party to weaken the police force by creating a rift in the force and splitting them in two. I pray fervently and hope that the police will not fall into their trap as this can weaken the spirit of police force.

There are continous forces that work relentlessly to discredit the force. They put up various plays and post them in the youtube just to potray a bad image of the force. They wanted the public to believe all the video clips made were genuine and al the beatings were done by the force.

We hope that everyone can see the true side of the coin and not to believe in all those video clips alleging that the brutality of the police. There may be bad apples in the force but majority of the force work harder than you think.

The police had been protecting us for over 200 years and it is still protecting us or else no one will dare to walk on the street.

Have a heart for the police.

There are parties which do not want IGP contract not to be extended as they came out in full force to make sure IGP contract ends. They want to decide who is the IGP . That us the politics in Malaysia.

In time of emergency ,many of us panic and do not know which number to call for help. In the recent robbery case in Puchong the victims choose to call 103 instead. to ask for the police station number only after her shop was robbed. I dare say that many of us do not have our nearest police station number therefor we will feel helpless and we ended up calling a different police number or we will start shouting in the phone for assistance from 999. Therefor it is important that we keep our nearest police station numbers with us with a spare number of the state police hotline. ie that Selangor will be 03 20529999 and Kl will be 03 21159999..If you are travelling in Malaysia along the highway you can get help fron Bukit Aman 03 20319999.

So lets have a habit of keeping emergency numbers with you. It may save your life one day.

Kualiti perkhidmatan polis.

Puan Catherine sedang menerima memorandum daripada cops.org.my dan En Wong Hock Ann.
Perbincangan sedang di jalankan di hadapan pintu masuk IPK Selangor.
Penduduk dan peniaga Puchong telah di gemparkan dengan berita "Puchong raiders" di mana satu kumpulan lelaki di percayai India telah menyamun sebanyak 7 kedai dalam masa 45 minit pada awal pagi 16hb Jun 2009. Maka dengan ini pihak penduduk telah pun menghantar satu memorandum di mana permintaan rondaan yang lebih giat di waktu pagi di adakan. Memorandum ini telah di hantar kepada Dato' Khalid Bin Abu Bakar, Ketua Polis Selangor. Kami telah memohon polis meningkatkan mutu perkhidmatan nya di kawasan pertanyaan di mana ia adalah tempat pertama ( meeting point ) di mana polis berinteraksi dengan orangramai. Ramai di antara pihak kami yang pergi ke balai polis membuat repot terpaksa menghadapi layanan yang kurang mesra, tidak apa attitude ( blank stares at times) di enquiry counter balai polis. Semasa mangsa jenayah yang telah mengalami trauma yang teruk datang kebalai membuat repot, perasaan mereka kucar kacir dan mereka memerlukan pertolongan yang baik. Kalau lah pihak polis melayan ala kadar sahaja ia bukan hanya menjatuhkan imej polis malah akan mengurangkan kepercayaan orangramai kepada polis. Maka dengan ini kami memohon supaya sekurang kurang nya 2 orang pegawai polis di khaskan untuk menerima mangsa di kawasan enquiry dan memberi bantuan sepenuh nya kepada mangsa jenayah. Mereka harus di berikan bantuan segera mengikut keperluan. Ini akan menaikkan imej profesionalisma polis. Mereka seharus nya mencontohi corporate reception. dengan ini kami memohon pihak polis untuk memberi pertimbangan dalam aspek ini.

Ah Long


Seorang mangsa yang di rantai di dalam bangunan

He has been locked up for more than 60 days deprived of sunlight and chain next to the toilet bowl.
The recently inhumane of Ah Long actions really make everyone sit up especially those who borrowed from ah longs. The authorities couldn't do much as most of the Ah Longs victims do not report to the police. Don't borrow from ah longs as they will suck your blood dry before you notice it. They are worst than the aedes mosquitos as they are even known to linger around the emergency area near Hospital University providing loan with hefty interest to those who met with accidents and who need monies badly to have a proper burial ceremony. They will provide immediate arrangements for coffin,, sifus, funeral parlours often getting a cut from there yet charging high interest for the short loan provided. They will always hunt for those who have good insurance claim knowing that the deceased will be able to pay them later



OCPD Subang Jaya and OCPD Gombak looking at the cell and it is worst than Guatemala where suspected terorrist being chained on their ankles and these ah longs are much worst that they even chained the necks of their victims. I propose that all of them to be put under EO and send them to Simpang Rengam for two years detention. Let them get the feel of being contained.

Well done PDRM and watch out ah longs. I wonder why all the YBs keep quiet in this matter. They should help the victims to initiate a civil suit to claim damages from the ah longs for wrongful confinement and the duress they suffered. Please lah, asyik nak menyaman dan mengapa pulak YB YBs yang asyik suka menyaman tidak pula menolong mangsa ah long untuk meyaman ah long ah long tersebut. jadi apa pula kata YB tak berani ke nak melawan ah longs itu ke? Oleh kerana kurungan salah selama 60 hari dan kekacauan mental yang di hadapi oleh mangsa ah longs, apa pulakata kamu semua, jom, mari lah kita berganding tangan untuk menunjukkan kekuatan kita menyaman ah long itu 1 juta pula.

Jangan lah nak asyik menyaman saje tapi bila mangsa mangsa ah long kena tindas tak ada yang nak tolong menyaman pula. Apa jadi dunia kita sekarang semua nya dalam asyik kepura puraan dan disini lah manusia berkecimpung dalam kehiprokisan hidup dan melaungkan api api bahawa PDRM sentiasa tak betul tetapi tidak pula mengukur baju di badan sendiri,

Kita sentiasa perlu ingat bahawa dunia akhirat sentiasa menunggu kita dan Tuhan akan menimbangkan segala keburukan dan kebaikan kita di akhirat di mana KEADILAN sebenar nya

Pecah rumah di Taman Wawasan 2.


Satu kejadian pecah rumah siang hari telah berlaku di Wawasan 2/6 , Taman Wawasan Puchong di mana tuan rumah telah meninggalkan rumah nya untuk bercuti di Pulau Pinang bersama anak anak nya yang sedang bercuti sekolah. Tinjauan di buat dan di dapati pencuri telah memecahkan kunci di bahagian pintu rumah dan mengeledah rumah. Kejadian pecah rumah siang hari kini selalu berlaku di kawasan perumahan yang sunyi dan di mana pandangan hadapan rumah sentiasa di lindungi daripada pandangan umum.


Pengeledahan di buat dengan sistematik oleh penjenayah untuk mengesan barang berharga.


Mangsa kenal pasti TV LCD 32 inci, periuk nasi, barang kemas dan wang tunai ialah antara barang yang di curikan dan dilarikan penjenayah.
Untuk kes pecah rumah seseorang boleh di tuduh di bawah seksyen 457 KK di mana ia boleh di penjarakan sehingga 14 tahun dan untuk kesalahan kali kedua ia boleh juga di kenakan dend dan sebatan rotan jika di sabitkan kesalahan nya. Kebanyakan kes pecah rumah adalah amat sukar untuk pegawai polis menuduh di bawah seksyen 457 melainkan mempunyai bukti yang kukuh dan kebiasaan nya ia akan di tuduh di bawah seksyen 411 KK di mana ia di baca bersama di mana pertuduhan adalah di bawah memiliki barang barang curi.

Orangramai adalah di ingatkan jangan meletak objek saperti ampaian baju yang boleh bergerak kerana ia menjadi trend jenayah berselindung di belakang ampaian baju untuk memecahkan pintu rumah. Ramai di natara kita suka meletakkan kenderaan besar saperti MPV atau pacuan 4 roda di hadapan rumah di mana ia menjadi satu tempat persembunyian yang baik untuk menunggu mangsa balik kerumah dan melakukan jenayah atau ,menjadi tempat berselindung kepada penjenayah untuk memecahkan piuntu hadapan rumah.

Community Policing IPD P.Jaya with komuniti Temuan

The horse riding performance provide a lot of thrills and an eye opener to the Temuan community.


Tarik upeh is a traditional game played by the orang asli. IPD P.Jaya led by ACP Arjunaidi must be commended for a well arranged CP program with the orang asli on 6th of June 2009 at Damansara Perdana, Petaling Jaya. The purpose of this program is to encourage the assimilation of orang asli into the local community. After the rapid development in Damansara Perdana, many orang Temuan felt lost, displaced as their livehood is being affected seriously, worse. their hunting ground was totally destroyed. More often the Temuans will be left behind in education and many find themselves difficult in obtaining jobs and sufferred economy constraint.They felt that they are often neglected and will drive them to the tendency of anti social behaviour. Realising that the Temuans need help and support OCPD of P.Jaya ACP Arjunaidi came with a brilliant idea and gallant effort in getting the message across to the Temuans . They are not left behind, says OCPD P.Jaya and they are roped in to help the police in the CP program. The Temuans through their Tok Batin can now voice their grouses easily to the police. There were ten agencies roped in to make the event a sucessful one and one of the leading agencies was the HEOA. Hats off to ACP Arjunaidi and Supt Razak Elias who is the head of CP Petaling Jaya with his assistant DSP Ding. Salutes to all that made the event a succesful, memorable and rejunevating one. Many Temuans were beaming happily with the recognition accorded to them as I sat together with them sipping ice tea in a coffeshop near to the event venue. I hope other district will also look into the plight of orang asli being left out in our noble crime fighting effort and they are just innocent folks that need us to walk into their hearts. the rest need not to be said as the asli are known for their courage, honesty, loyalty and friendliness. They are left behind defenceless when we plough into their land and took away their once call homes. We must be responsible and provide them with help to let them survive.

Nak Tuk Kung


This is a Nak Tuk Kung resting place that was built near Taman Puchong Indah, Puchong, Selangor. Nak Tuk Kung is a chinese version of Datuk or it is believed to be a spirit of the earliest occupant of the land. When developers opened up new area, they will pray to the Datuk Kong before they dare to venture further. They asked for the spirit guidance and protection so that their work will not be hindered. There are many stories about the Datuk Kongs and it is the Chinese belief that the Datuk Kong must not be offended or the whole area will be disturbed and the residents will not have a peaceful time. ( Adalah menjadi satu kebiasaan apabila sesebuah pemaju perumahan dalam kerja menaikkan rumah di sesuatu tempat akan terlebih dahulu meminta izin daripada penjaga tanah dan di mana setelah pemaju rumah meninggalkan kawasan tersebut setelah berjaya mendirikan rumah, peninggalan Nak Tuk Kung ini akan di sembah oleh penduduk tempatan supaya meminta kerahmatan nya dan perlindungan suapaya mereka tidak di kacau.)


Pintu gerbang semnetara yang di dirikan sempena ulangtahun Nak Tuk Kung Puchong Indah.

The height of this arch is 35 feet and the width is 50 feet. Its being used in many chinese community functions and was erected by Kuan to show the solidarity of Chinese communities in Puchong, It is now up for adoption . Anyone intrested. It can be dismantle and store up and the contractor to instal is JNR Creative Design in Puchong. Please contact me if anyone want to use it or take it. 012 2732148 kuan. ( It was built at the cost of twenty thousand inclusive of installation and dismantling) For now it needs about RM 5k to instal and dismantle with transportation and lighting inclucded. There is a bridge and a chinese resting hut attached to it. I post it up because I will be dismantling it if there is no taker and throw it away.But I am now giving it away for free.

Community Policing Puchong Jaya.


Community policing Puchong Jaya conducted a gathering on the 25th of May 2009 in Taman Perindustrian Puchong, Puchong, Selangor. The idea was to bring the CP closer to the community and introduces them to the factory owners and industrial players there. It was aim to reduce crime through closer cooperation between the factories owners and the police with the help of Puchong Jaya CP members. Yand Berhormat Dato' Satim ( ADUN N29 Barisan Nasional ) donated RM 2,000 for the gathering. The food was sponsored by one of the CP member Dato' Muthu who owns a factory there. Chief Inspector Lokman expained the role of CP and the concept of CP in fighting crime.

A dinner was hosted for the Selangor police officers after the Selangor volleyball tournament on 22nd of May 2009 which were attended by Dato Khalid, Dato' Jamshah, Dato Hasnan, Tuan Jamaluddin, head of departments, OCPDs of Selangor . It was hosted by cops.org.my in River View Restaurant in Kuala Selangor. The dinner was hosted to show appreciation to the police officers for their dedication and commitment in their police duties.

Dato Khalid Bin Abu Bakar ( CPO Selangor )in his thank you speech and gave his commitment that the police will work without fear and favour and will not bow to political pressure in discharging their duties.

Dressed in blue was Dato Yap Pian Hon the adviser of cops.org.my and beside him were Dato' Khalid, Dato' Jamshah Mustapa ( Deputy CPO Selangor ), Dato' Hasnan ( OCCI Selangor ) Tuan Jamalludin ( Ketua Jabatan Pengurusan Selangor) enjoying their meals by the river.

Community Policing talk


Community Policing IPD Subang Jaya conducted a briefing on the mechanism of how CP works and also about safety advices given by DSP Mok accompanied by the deputy OCS of Serdang Police Station SI Mohamad Hamdan Bin Din. Dato Yap Pian Hon the President of Chinese Chamber Commerce Serdang initiated the talk and there are about 60 participants which was held in the 4th Floor of MCA Building on 17th May 2009. ( Sunday )

In an traffic accident, do not try to find who fault was it and the best thing to do is to take down the vehicle registration number and the road tax number. An exchange of personal details mutually can be done but it is not a must. It is adequate to get the vehicle details and report to the police.

The traffic officer will determine who is at fault. If you receive a summon from the police and you feel that you are not in fault, you can bring your case to the SIO of Traffic and may even write to traffic chief.

Take photographs of the accident with your hand phones in order to present your case better to the police with views of roads and angle of how the accident occured. don't argue nor admit fault at the scene of accident.inform your insurance company. if you are hurt please go to the hospital immediately. The police report can be lodge later and you can also ask your friend to lodge a report or a report can be lodge through the phone. The police will record your statement in the hospital. Always get a reliable tow truck company and do not simply sign documents authorizing the tow truck operators to tow and repair your car. Most of all STAY CALM> NOBODY WANTS AN ACCIDENT. PLEASE REMAIN CALM AND DO NOT SIGN ANY DOCUMENTS IN A HASTY MANNER WHEN ASKED BY THE TOW TRUCK COMPANIES.

Talks on security guards


The recent concluded talk about security guards problems gave those attended a fair share of some experiences involving the engagement of security guard and self defense techniques.

The community policing (community centre) is located at 27 ( Ist Floor) Jalan PU 7/4 Taman Puchong Utama, Taman Puchong Utama. Its open from Monday to Friday and operating hours are 9.00am to 5.00pm.

Dear readers,
Fighting crime must not be left alone to the police. We as the public must be a ble to work along the line of crime fighting. The police need valuable information to enable them to be successful in fighting crime. The public must be more wary about their surroundings and may be able to identify any suspicious characters around their surrounding. Lets us walk together with the police and if you have any apprehension about the police, please visit them and understand them more. The public at large condemned the police but they seldom want to work with the police. The police presence will never be felt until and unless their help is needed.
Therefor lets change our attitude and bad perception today, come, walk with us together.

Majlis Makan Mesra Rakyat Community Policing

Recently the Putra Heights Community Policing organized the Malam Mera Rakyat where the CP was officially introduced to the residents of Putra Heights. Present to grace the occasion was OCPD of Subang Jaya ACP Zainal Rashid Bin Abu Bakar.
