The Home Ministry announce that they will get more intelligence networking to fight the Mat Raguts and street crime.
I will like to share some measures which may be effective.
1) Conduct checks on pawn shops in KL and Selangor and ask counterpart in other states to do so too. Make comparison on the namelist, crosschecking and do a background search of those who pawned regularly. Anyone who has criminal records shall be scrutinised further. Send detectives to check their house, movements, friends and background. Do not arrest them but place them under 24 hours survelliance. Arrest them when they strike.
2) Get the detectives to get intelligence from the internet cafes. A lot of internet cafes is actually a breeding ground for Mat Raguts. They gambled compulsively in these internet centres and will resort to robbing to feed their gambling habbit. The detectives need to check motorbikes outside those centres and cross check with JPJ. If a motorbike uses a fake plate number, check the background of the user as some of them use it to avoid hire purchase payment. Once criminal intention is established put them under survelliance even though it may be a month.
Catch them when they strike.
Don't give up as we need to eradicate these criminals to achieve the 20%.
The Prosecuting Officer in court must also push for a higher bail. Often than not the accused will be let off with a low bail maybe Rm 3,000 and the family will raise the bail. Once the accused is out he will commit more crime to pay for his legal fees.
Therefor the court must aso play its part in eradicating this menace and crime. Impose a higher bail and if they cannot raise bail, send them to jail. Look into the severity of the crime and impose a fair and just sentence. At many times, the sentence meted out may not reflect the severity of the crime. It just couldn't get the message across as the accused will return to the old bad habit and create more damage.
